To legally carry passengers for reward in Punjab, your vehicle needs documents: a Fitness Certificate and a Route Permit. As per the Government's policy, both documents are required by law under the Provincial Motor Vehicles Ordinance, 1965. ### Fitness Certificate **What is a Fitness Certificate?** A Vehicle Fitness Certificate is issued after a physical inspection of your vehicle. It confirms that the car meets the legal safety, construction, and equipment standards. Every vehicle carrying passengers for reward must have one. In Punjab, it is valid for 6 months and must be obtained before applying for a Route Permit. ![Illustration](https://fleet-learn-admin-production.s3.yandex.net/yango_driver_2ca50f3458e14ade9d0233ba02c06554_a7a8964b89.png) **Why You Need It First** - A copy of a valid Fitness Certificate must be attached to your Route Permit application — without it, the application will not be accepted. - If the certificate expires or is cancelled, your Route Permit is automatically suspended until you obtain a new one. - Without it, you also cannot pay token tax or re-register the vehicle. **Required Documents for the Fitness Certificate** Bring the following to the inspection station: - Original registration book / registration documents for the vehicle - CNIC - Driving licence - Inspection fee — in cash, paid at the station **Step 1. Book an Inspection at a VICS Station** Inspections are carried out by the Vehicle Inspection & Certification System (VICS). There are three ways to book an inspection: - By phone — VICS helpline **+92 (42)111 678 711** - Online — [vicspunjab.com](http://vicspunjab.com) → “Contact us” → "Appointments" → enter your vehicle details and send a request - By email — [appointment@punjab.vics.pk](mailto:appointment@punjab.vics.pk), include your vehicle and contact details in the message For online and email bookings, the VICS team confirms your slot separately — the booking is not instant. Have ready: the station you want to visit, the vehicle registration number, the type of vehicle, and your name. Book in advance. Appointment holders are served first. Walk-ins are only accepted subject to availability and will likely have to wait. **Step 2. Bring the Vehicle to the Station** The inspection is always physical. The car must arrive empty (no passengers or cargo), with no fluid leaks, and no loose or hanging parts or wires. Pay the fee in cash at the station (Motor Cab, Taxi, Rickshaw and Motorcycle Rickshaw): - Initial certificate — PKR 1,616 - Renewal every 6 months — PKR 1,010 If your vehicle fails the inspection, repair it and come back. The first re-inspection within two weeks is free; the second costs 25% of the fee, and the third is 50% of the fee. **Step 3. Collect Your Certificate** The certificate is issued in Form I and is bound into the vehicle's registration book. You can only receive one Fitness Certificate per vehicle. It is valid for 6 months. Apply for renewal no later than 15 days before the expiry date. *New vehicles: a certificate is required before your first registration, after which the car is exempt from testing for its first two years.* ### Route Permit **What is a Route Permit?** A Route Permit is the document that legally allows your vehicle to carry passengers for reward in your specified districts. One Route Permit is issued per vehicle to the registered owner of the car. In Punjab, you will only receive a digital copy of the permit, even when you apply in person. ![Illustration](https://fleet-learn-admin-production.s3.yandex.net/yango_driver_e89a55c489c74ba69ae44d506817901e_f72a309e2a.png) **Required Documents for the Route Permit** Attach the following to the completed application form: - Affidavit on stamp paper confirming that no government servant has any financial interest in the vehicle (a sample is published by the Transport Department) - Copy of CNIC - Proof of ownership (vehicle registration book) - Proof of token tax paid - Proof of a valid Fitness Certificate - Third-party risk insurance You can find sample forms and sample documents [here](https://transport.punjab.gov.pk/procedure-of-obtaining-route-permit) **Step 1.
